I just cvsupped a fresh RELENG_4 tree to check this out & it builds
just fine.  I think the problem must be on your end.

Or your source tree is corrupt.  From the looks of those error
messages, it sounds like you have an empty, or otherwise messed-up 
sys/alpha/include/smp.h.  Can you cat sys/alpha/include/smp.h and see
what's in it?  Does it match:

If I were you, I'd rm -rf src/sys/alpha/include and re-cvsup.
