Log:
arm64: rockchip: Add gpio controller driver

Add a driver that match on 'rockchip,gpio-bank', this compatible
string is found on almost all RockChip SoC so this driver is compatible
with almost all of the RockChip SoCs.

The only features missing for this driver are :
  - Interrupts support
  - Debouncing
