It means all i18n * apps with runes message catalogs (i.e. ja, ko, zh) expect it in libc too * and do not any special check for FreeBSD-only specific libxpg4. Moreover, bad * effect is that they are linked normally without libxpg4 but not works as * expected, cause lots of complains that i18n not works in FreeBSD at all.
