Is there some notes about this point (gnats foward
messages to whom?) in handbook or some documents?

If Resposible are changed to some commiter from 
ports@freebsd.org, and then someone send follow-up
message to FreeBSD-gnats-submit@freebsd.org without
the header "Cc: Originator's address", then Originator
will not receive the message via e-mail. I think.
