It appears to me that make readmes is broken and has been for some time.  It
stops with 'Permission denied' when the time comes to build readmes for the
individual ports.  It does this even when run by root, and it has done it
through many fresh installations of ports trees. Permissions for the
individual ports directories are 755 (exactly as set by installation) and
the files within, which readmes only need to read, are 644 (exactly as set
by installation).
