And, for the maintainers that don't respond (at least to PRs), we _do_
track that.  Maintainers do get reset all the time; it's just not very
visible.

It's also fair to let portmgr know if a maintainer is ignoring multiple
emails.  (We see this also with our "this port fails to build on pointyhat"
emails.)
