>Description:
If WITHOUT_TOOLS is not defined and the tools are built, an utility
called "zpak" gets intalled into /usr/local/bin. It's a bash script,
which looks for /bin/bash, while it should look for /usr/local/bin/bash.
Additionally, the port Makefile should be updated so that if the
utilities are installed, it's checked that Bash is present on the
system.

>How-To-Repeat:
Install games/quakeforge (tested with 0.5.2) and ensure that
WITHOUT_TOOLS
is not defined before / during build so that the utilities are built.
