According to freebsd@isvara.net:
> When it is comitted, do we enable it in the /etc/fstab file?

It has to be enable through tunefs(8) for the moment.

usage: tunefs tuneup-options special-device
where tuneup-options are:
	-a maximum contiguous blocks
-d rotational delay between contiguous blocks
-e maximum blocks per file in a cylinder group
-m minimum percentage of free space
	-n soft updates (`enable' or `disable')
	-o optimization preference (`space' or `time')
-p no change - just prints current tuneable settings
