Actually, as someone who remembers phk's original discussion (and the
citation of some Danish aphorism from which it springs), this is wrong
too. :-)

It has to do with getting planning permits and building the damn thing
at all.  You can generally get permission to build a sky-scraper since
that just involves greasing a few politicians and dealing with the
people downtown, but try and put a bike shed on the corner in your
neighborhood...
