sysctl -w kern.securelevel will write variable not check it.
flag -a is an option. And AFAIK securelevel may be
reduced only by init.
Futher:
volodya# ls -al /dev/mem
crw-r-----  1 root  kmem    2,   0 12 ÑÎ×  1999 /dev/mem

So it's not enough to be -i the wheel group. I think Joe
must belong kmem group and chmod g+w /dev/mem
