Are you doing the "NO_CHECKSUM=yes" because you got an error like:

>> Checksum mismatch for foo.tar.gz.
Make sure the Makefile and md5 file (/usr/ports/www/apache13-php3/files/md5)
are up to date.  If you want to override this check, type
"make NO_CHECKSUM=yes [other args]".

?  The error from "tar" and the mismatch of the chcksums suggest to me
that one of the tar files is corrupt.  I would go to /usr/ports/distfiles/
and replace any damaged files there with a freshly downloaded copy (the
rsync utility is handy for fixing downloads that got slightly corrupted).
