According to its author, ipw is no longer maintained as a program.  It
is now a service.  Do this:

pkg_delete ipw-3.3.a
alias ipw "whois -h whois.monkeys.com"

The error you're getting (empty response) is due to a format change in
some database somewhere... i forget the exact details.
