I'll take a wild guess on this one:

Your portmaster assigns a temporary IP address, until it authorizes your
userid, finds out from its configuration files that you have a static IP,
and then it assigns your static IP.  The portmaster does not want to be
restricted to some IP you give it, therefore, using a static IP in your
ppp.conf results in the portmaster refusing to connect you.  So, just leave
the dynamic IP stuff in ppp.conf, and let the portmaster do its thing.
