Hmm.  5.2.1 has 'device bpf', which jives with the manpage of bpf(4).

  % ls -ld /dev/bpf*
  crw-------  1 root  wheel  233,   0 Mar 23 14:42 /dev/bpf0

Have you messed with device.hints at all?
