I'm sorry to say that there is no way that this problem is going to
be addressed for several reasons. First, BIND 9.3.x is past its End
Of Life date, which means that even if we find the problem ISC is not
going to be interested in doing anything with it. Second, FreeBSD 6.3
is not even the latest version on that branch, and the 6.x branch is
incredibly unlikely to see another release.

Your best solution at this point would be to upgrade to FreeBSD
8.0-STABLE which will have the latest version of BIND 9.6.x included
at minimum, along with lots of other great stuff. Your second best
solution would be to use the dns/bind96 port.
