Yes. Please see the archives over at http://lists.freebsd.org/pipermail/freebsd-current/2009-July/009406.html 
  , for instance.
The remedy seems to be to rebuild mklocale (cd /usr/src/usr.bin/ 
mklocale && make && make install clean) and then try again.
