    How about TinyHTTP?  http://www.inka.de/~bigred/sw/tinyhttpd.html
if anyone wants a look-see.  It's a perl script (I can hear the
groaning already ;-)) that weighs in at 5.5K.  The author says:

       "This one does not have all the features needed; in
       particular, it knows only about text, HTML and GIF
       files and the support for CGI scripts is limited
       (just enough t ocheck if they work and produce
       correct output). It supports only HTTP 1.0 and only
       GET and POST requests."

    That sounds like it would be enough to handle simple
forms requests and return HTML output from a CGI script.
