Sorry. Much thanks to Matthew Emmerton for the solution, which is not really *my* solution other than the fact that it was for fixing a problem with my machine. Hopefully soon this bugfix will be incorporated in the kernel so people won't have to do this.

Go into /usr/src/sys/isa/sio.c

Replace in sioattach() the line that looks like this:

com->irqres = bus_alloc_resource(dev, SYS_RES_IRQ, &rid, 0ul, ~0ul, 1,
RF_ACTIVE);

With this:

com->irqres = bus_alloc_resource(dev, SYS_RES_IRQ, &rid, 0ul, ~0ul, 1,
RF_SHAREABLE | RF_ACTIVE);

Recompile the kernel and reboot, PCI modems will be able to share IRQs now as they are designed to.
