allow me to copy from the handbook:

'The FreeBSD svn mirror network is still in its early days, and will
likely change. Do not count on this list of mirrors being static. In
particular, the SSL certificates of the servers will likely change at
some point.'

What is the reason not to wait for the infrastructure to be ready
before turning a knob off?

The moment you take out the knob off you also take out all CVS mirros.
