Does anyone have any idea? History is posted below:

Ok went there, no difference. I added "defumask 002" to the
/etc/ftpaccess file, rebooted the server and the results are the same.
The man page for ftpaccess tells me that defumask <umask> [class] is the
syntax, and that omitting the class will cause the umask defined to be
applied for all classes that do not have a umask specifically defined...

Haven't had time to test it but do a man ftpaccess for the proper
verbage and the file is either in /etc/ftpaccess or
/usr/local/etc/ftpaccess

Thanks,
Doug

Read ftpaccess(5) manpage. You need keywords 'defumask' and 'upload'.
