NOT ALL RFCs ARE STANDARDS.  INTERNET-DRAFTS ARE NOT STANDARDS.
Unless Netscape gives up change control on this specification, it will
never be a standard.  There does not exist general agreement in the
community at this point what is the best mechanism to provide
end-to-end security.
