Dansguardian attempts to start before squid is running.  Since dansguardian won't start if the proxy is unavialable,  it fails.

editing www/dansguardian/files/dansguardian.sh.in 
and removing the line
# BEFORE:  DAEMON
works for me.   this may not be the cleanest, or most efficient fix.
