Mike,

My product SIMPL might do the trick for you. It handles FTP on the backend 
and allows for a three tier website; with a content shortcut notation 
called Heaps. One drawback you may find is that any authorized user must 
have ftp access i.e. id/pw in order to use the product -- but maybe we 
could discuss building a wrapper if you like what you see otherwise. My 
http://newdiets.com is built and maintained using SIMPL.
