libva-intel-media-driver works fine without both X11 and Wayland e.g., mpv
--gpu-context=3Ddrm. Making X11 into also facilitates subpackaging (after r=
eview
D16457) and consolidating mesa-* ports into one[1] without dependency loop
e.g., mesa (radeon_drv_video.so) -> libva (libglx.so) -> mesa (libGL.so).

Also, USE_XORG=3Dpciaccess appears to be unused.
