First thing I would check that the file


exists and has something like

   FreeBSD: {
     url: "pkg+${ABI}/latest",
     mirror_type: "srv",
     signature_type: "fingerprints",
     fingerprints: "/usr/share/keys/pkg",
     enabled: yes

in it.
