Perhaps because somebody realized at the last moment that PRI* are
almost entirely useless (impossible to localize, for one) and it would
be a waste of effort to define any more.  This is part of the reason
why certain types that C99 allows to be `long long' are restricted by
POSIX.1-200x to be no wider than plain `long' -- although by no means
the only.
