I think that the real problem is that the timezone data you are using
is correct for Sydney, but not for Melbourne (at least this year), so
it has gone back to normal time too soon.  The changeover worked fine
for me (in Sydney).  Maybe you could try the Hobart entry -- it is still
at +1100.
