I had precisely the same problem with that card. The solution (as suggested by someone one this list) was to label the disk with partitions smaller than 1GB initially, install everything, and then manually relabel and re-newfs. My setup was similar to yours, and I was able to tar up the temporary smaller-than-1GB /usr partition, delete the /usr partition, relabel the disk so that the /usr partition was the size I wanted, newfs the new partition, and then restore the contents from the tarball. Since the /usr partition was the last partition on the disk, this was no problem. Why I was able to newfs the partition manually but not through sysinstall is a mystery to me, but there it is.
