The /usr/share/examples/cvsup directory 
contains a refuse file installed by default with FreeBSD 4.3.

I did not edit it, but it contains:

src/etc/sendmail/freebsd.mc*
ports/chinese
ports/french
ports/german
ports/hebrew
ports/japanese
ports/korean
ports/russian
ports/ukrainian
ports/vietnamese

I don't know (after reading the cvsup(1) man page) 
if you have to supply arguments to cvsup to have it 
avoid using the refuse file, if it exists.
