Use the command line client in a DOS window. IE 5.5 is broken. Just
another bug in this bag full of bugs :/.

Alternatively, download any ftp client from any shareware/freeware
archive, e.g.

or
http://www.simtel.net/pub/win95/inet/
http://tucows.netsurf.de/win2k/ftp2k.html
