Monthly quota doesn't make sense to me.  Are you saying that, if a
customer uses up his quota on the first day, he is not allowed to use
the network for the rest of the month even when there is no load on
the net?

You should think about the contract between a customer and the service
provider.  (it is called "service level specification" in the IETF
diffserv workinggroup.)

Sounds like WFQ rather than shaping.  Note that, to control the
incoming traffic, you have to have WFQ at the other end of the
Internet link.
