What you want to do is install webmin.  This will allow you to configure
a restricted user access internally in webmin that will only allow him
add-remove.  In addition it will provide a web/graphical interface which
if you don't trust him with the root password, he's most likely very,
very junior in UNIX, and will probably appreciate greatly.
