I don't think so. driver-remove.pl does this. src/release/Makefile builds the modules, driver-copy.pl copies the modules that are listed in drivers.conf to the staging directory, then driver-remove.pl removes the entries corresponding to those modules from the BOOTMFS file (which is the output of dokern.sh).
