I have this in my /etc/make.conf:

SUP_UPDATE=     yes
SUP=            /usr/local/bin/cvsup
SUPFLAGS=       -g -L 2
SUPFILE=        /etc/cvsupfile
SUPFILE1=       /etc/cvsupfile.intl

Isn't this supposed to be doing what you want?
