pkg_add?  What is it?

Are you sure that that's the correct path?  I've never seen Apache in that
directory.  It's either in /usr/sbin/httpd, /usr/local/sbin/httpd, or,
rarely, /usr/local/apache/httpd.  If you can start it by typing httpd on
the command line, type which httpd to find the path.
