/usr/ports/Mk/bsd.port.mk states:
# FETCH_ARGS    - Arguments to ftp/http fetch command.
#                 Default: "-ApRr"

Override it in /etc/make.conf:
=46ETCH_ARGS=3D-4ApRr

Or one could set it in your shell environment for the duration that IPv6 is=
=20
not working.
=2D-=20
