Did a clean install with no ports - still got the message about local install fail installed bash - cause i like it lo! I don't know for sure, so wait for confirmation from someone who does, but I suspect that the local distribution is for folks who want to provide additional files for installation (e.g. installed packages) for use by all machines at the site which use a local ftp server.
