As Harry pointed out, this has been discussed to death on several
mailing lists. BPF is necessary so the DHCP client software will work
- and DHCP client is now felt to be essential. It's also necessary
for some userland ppp facilities.

If you feel stringly enough about the issue, feel free to submit
patches so that DHCP client will work without BPF.
