The source code says,

                 if (fxp_add_rfabuf(sc, NULL) != 0) {
                         /*
                          * This "can't happen" - we're at splimp()
                          * and we just freed all the buffers we need
                          * above.
                          */
                         panic("fxp_stop: no buffers!");

Perhaps some issue with SMP ?  I seem to recall something on the -CURRENT 
mailing list that might be vaguely related in the past week or so.
