you're right. I forgot the %SUBDIR% tag. sorry. the right answer is :

MASTER_SITES=   ftp://ftp.distributed.net/pub/dcti/%SUBDIR%/ \
                http://http.distributed.net/pub/dcti/%SUBDIR%/
MASTER_SITE_SUBDIR=     ${PORTVERSION:S/^/v/:R} 

$ make fetch-list
/usr/bin/env /usr/bin/fetch -A ftp://ftp.distributed.net/pub/dcti/v2.8010/dnetc463-freebsd-x86-elf.tar.gz  ||echo dnetc463-freebsd-x86-elf.tar.gz not fetched
