Well, that list is where all the ports committers, and a lot of the maintainers, hang out. Much of the traffic is PRs about the ports collection, which includes a lot of failure reports. Mailing directly is fine, but you should first contact the maintainer of the port you're having problems with before contacting a wider list, and if you don't get a response from the list then submit a PR so it doesn't get lost in the noise and forgotten. Or you could skip the first step and just submit a PR..that's also fine.
