I'll see that I can get vec_step addressed in upstream GCC for GCC 10,
and ideally backport to the GCC 9 release branch, maybe GCC 8 as well.

Disabling BOOTSTRAP doesn't really address this, it just sweeps
issues under the carpet.


The ABI change definitely is one that should go via upstream first.
