you should be able to use gnu's vcdimager: http://www.gnu.org/software/vcdimager/vcdimager.html to author the vcd itself. of course your going to have to get the data off the vcr through a capture card and then convert the stream to a
compliant format. 

http://www.vcdhelp.com may be of some assistance in telling you what the 
format specs are and what players are compatible with vcd's.
