GDM reads path in /etc/login.conf, but it doesn't read setenv from /etc/login.conf. I don't know if GDM ever reads /etc/login.conf anymore. It is possible that $PATH from /etc/login.conf may have been inherited and GDM doesn't read /etc/login.conf.
