Log:
  - Unbreak parallel (-jX) builds and remove disgraceful MAKE_JOBS_UNSAFE
  - Standardize the header and COMMENT, renew LIB_DEPENDS, convert USE_GMAKE
  - Generally cleanup Makefile, sort the knobs, kill EOL space in pkg-descr
