Actually, for that you lose.  If you don't have the new dev/wi you
can't use airtools.

I'd just put

.if !exists(/usr/include/dev/wi/if_wavelean_ieee.h)
FORBIDDEN=You need to upgrade
.endif

since the required symbols aren't in the include/machine version.
