This issue, given the fundamental nature of it, is a question of best-practice
& compliance with regard to all perl ports, not just those mentioned in this
issue.

As such, this is one of the more appropriate candidates for a single issue
(given the identical nature of change in individual ports) and the warrant to
discuss and approve it at a framework (portmgr) level.

In future, let's keep the personal and subjective tone/attitude off the issue
tracker. Everyone is (rightly) trying to do awesome things.
