Double check.  I have a 4.3 Stable box from a buildworld from last 
weekend.  Apache 1.3.20, mysql 3.23.39 (gonna up to .40 this weekend), 
and mod_php4.0.6, all from the ports.
Try this ==>

Make a simple script, and run it.  If it doesn't work, send it to me let 
me see if it runs here....
