Why? 

No third party packages are going to know how to use this interface
so we'd have to hack things by hand anyway and personally I don't
like the idea of there being a way to hook things automatically
into the boot procedure. If I want to change/add things to my boot
scripts I'll go and do it by hand.

I'll have to check every bloody package I install to see if it's doing
something nasty in rc.local.d from now on if we add this.
