You do not say what motherboard you have.  I recently bought a new
motherboard and Cyrix 6x86 PR200MX.  The first motherboard userd the Opti
chipset and would not work at all and while I do not remember the exact
failure mode it sounds like you may be seeing the same thing.  I took the
mother board back and got one that used the Via chipset and that works
great.
